Parliament must be taken out first, this creates fear amongst the weak. Some people don't want to think for themselves so they rely on politicians.
Take out the oppositions Navy. If they don't have the sea to run to, then they will die like rats piled up against the ruble that conformity built.
Divide the politician from the farmer. Make a fool of the government by raiding crops, but then return it to the hands that grew them. Watch them flock to your side and reward them by breaking their pitchforks and clothing them with education.
Do as Russia, make them fight wearing green in the snow. Use the terrain to your advantage-torture should not be used but leave a display of your power.
Bombing areas with innocent civilians will only spawn hate. The last thing you need are insurgents carrying sticks and dolls. Use advance cavalry, preferably an armored division of tanks, and walk right in. Let their eyes see what your might could have done but your compassion vetoed.
Feed them, show tolerance and distribute supplies to prepare them for what "The Other Evil" will do to them. Water and blankets, pens and paper are ingredients that build trust. If they have enemy sympathizers in their ranks, watch what they write. Use this to your advantage.
If you have to pursue enemy troops, make sure that they go towards water. It is hard to swim away and shoot at the same time. Good thing you took out their naval forces huh?
Let the people rule their nation as they wish once the cancer is rooted out. Open trade with them and attach embassies in their capitals.
