In the NW of Skara Brae, you will find Gastin the crazed farmer. He talks about some magical bulls that got shipwrecked on an island just outside of Skara Brae. He wants their hides, and if you collect 40 of them he will craft you a special bag.
Not every bull drops a hide, and you need 40 of them. Once in a while it may drop a couple of hides. From what I have seen, the respawn rate is slow (30-60 minutes at least). The island can only be reached by boat, but once you get there it is possible to mark a rune.
I have spoken with Lanfear, and Lanfear is familiar with this quest from a different shard. Maybe more info can be provided by Lanfear?
